About Us
MR. MICHAEL E. KELLY Mr. Kelly is the Manager for Kelly Consulting Alliance, LLC (KCA). This firm specializes in municipal and economic development advocacy, consultation and power networking. Thru KCA, Mr. Kelly serves as the President Executive Director of the Arizona School Choice Trust - which provides K - 12 scholarships for low income families to attend private schools.

From January 1995 to January 2004, Mr. Kelly, was the Senior Policy Advisor to Former Phoenix Mayor Skip Rimsza in the economic development arena. Mr. Kelly staffed subcommittees, commissions and boards pertinent to economic development and public safety, in the City of Phoenix. Mr. Kelly is a behavioral health services expert with 20 plus years experience in training, education, public relations, community organization and development.

Experience:
During his 14 year tenure with the Arizona Department of Health Services, he revamped funding of a historic and the most comprehensive behavioral health service delivery system for children in Arizona. He wrote and implemented Arizona's initial comprehensive service delivery system for seriously mentally ill adults. Kelly also coordinated development, implementation and evaluation of the first state and federal contracts /grants for women, the elderly, physically and emotionally disabled, children and people of color. Michael designed and implemented the first behavioral health multi-cultural program and trained others nationally.

Mr. Kelly is a proud board member of the Arizona Community Foundation and chairs the Program & Distribution Committee, served on dozens of boards and commissions and raised millions of dollars, collectively, for a variety of community service organizations.

Mr. Kelly has worked as a radio broadcaster, voice over specialist, music video program producer and extra in local/national television shows and commercials. Community and professional awards include but are not limited to, City of Phoenix Excellence Award, 2001 Urban Network Magazine Video Programmer of the Year, 2000, Billboard Magazine's Video Awards, Best Local Jazz/AC Show 1997, 1998 & 1999, three Platinum and one Gold Album for support of recording artists and Arizona Department of Health Services Employee of the Year, 1988.
